§ VIII. Sewerage and water supply.

  • Plans for subdivision water facilities and sanitary sewer facilities shall be approved by the Louisiana Department of Health and Hospitals (or the appropriate successor agency or department of the State of Louisiana) and the director of utilities of the City of Natchitoches.

    1.

    Sanitary Sewer Accessible.

    (a)

    All subdivisions shall connect with public sanitary sewer and provide adequate sewer lines to the property line of each lot.

    2.

    Water Supply.

    (a)

    The subdivider shall connect with the public water supply system in such a manner that an adequate supply of potable water will be available to every lot within the subdivision. The water supply system shall be approved by the parish health unit and shall comply with the requirements of the department of health and hospitals.

    (b)

    All newly installed water mains or pipes and all replacements or relocations of said mains or pipes shall have a minimum diameter of eight (8) inches.

    3.

    Fire Protection.

    (a)

    The subdivider shall design the water system to provide fire protection to each lot within the proposed subdivision, which said design shall conform to the following minimum regulations:

    (1)

    In all subdivisions, a sufficient number of fire hydrants shall be installed on all new, replaced, or relocated water supply mains so as to insure that all portions of the subdivision development may be served. The minimum requirement is that one (1) fire hydrant shall serve not more than a radius of two hundred fifty (250) feet.

    (2)

    Actual location of fire hydrants shall be approved in advance by the fire chief or his designee prior to installation.

    (3)

    Fire hydrants shall be of the type and size that will allow the flow of water without restriction from the main. All fire hydrants shall be of the "dry barrel" type, with two (2) two-and-one-half-inch and one (1) four and one-half-inch outlets (steamer connections). The fire hydrant shall be installed so that the four and one-half-inch outlet is facing the road or street. The fire hydrant shall be of a manufactured type so that the coefficient of friction of the outlets is .90. Threads on all fire hydrant discharge outlets shall be American National Fire Hose Connection Screw Threads (National Standard). All fire hydrants shall be installed with a cutoff valve complete with valve box and cover. The top of the valve box shall be located at ground level and shall be easily assessable [accessible].

    (4)

    All water supply mains and pipes, and all fire hydrants, valves, and connections shall meet all existing National Fire Protection Association and American Water Works Association guidelines and standards.

    (5)

    Means of access for fire department apparatus shall be provided to all structures. Means of access shall be constructed of a hard, all-weather surface adequately designed to support the heaviest piece of fire apparatus likely to be operated on the street or road.

    (6)

    When a situation or question occurs or arises that in the opinion of the building inspector is not covered by this subsection, it shall be presented to the fire chief, who shall, in cooperation with the director of utilities, make a final determination and decision. The fire chief and the director of utilities are authorized to waive the foregoing requirements under this subsection or to accept substitutes, but only in the case that new fire department technology would so dictate.

    4.

    Future Development.

    (a)

    In some cases it may be determined by the City of Natchitoches that larger water lines or sewer lines than required by this section may be needed for future growth or for access to other areas. In such cases, the city may require the developer or subdivider to install larger or more suitable lines, but in such cases the city must pay the difference in cost.
