§ IX. Drainage.

  • Adequate provision shall be made for the disposal of storm water subject to the approval of the City of Natchitoches.

    The developer shall plan all drainage for his subdivision in accordance with the existing drainage system. The interior drainage of the subdivision shall be based on a ten-year storm frequency. All storm drainage pipes shall be PVC or concrete meeting department of transportation and development standards. Storm drainage shall be located within the street right-of-way. Special servitudes may be required for outfall purposes of interconnections with the subdivision. Corrugated metal pipe, galvanized and asbestos bonded asphalt coated (inside and outside), may be used for outfalls.

    No individual, partnership, or corporation shall deepen, widen, fill, reroute or change the location of any existing ditch, stream, drain or drainage canal without first obtaining written permission from the commissioner of public works. Plans for such deepening, widening, filling, rerouting or changing the location of any existing ditch, stream, drain, or drainage canal shall be constructed under the supervision of and be approved by the commissioner of public works. Adequate servitudes or rights-of-way must be dedicated for the construction and maintenance of any channels which may be relocated.

    Whenever any existing stream or improved surface drainage course is located in an area that is being subdivided, the subdivider shall dedicate an adequate right-of-way along each side of the stream as required for maintenance of said stream.

    A contour map shall be prepared for the area comprising any new subdivision and such additional area necessary to include all watersheds which drain into the property to be developed, provided that this map of the adjacent area may be prepared from U.S.G.S. datum and datum in the hands of the City of Natchitoches, where such is available. In the design of the drainage for the subdivision provision must be made to adequately take care of adjacent watershed areas. All drainage structures must be sufficient for the drainage of the adjacent watershed after complete development of the total area, and where ditches and canals are used, adequate servitudes shall be provided for future needs; however, the developer shall be required to dig or to open necessary drains only of sufficient depth to cover present drainage needs. Such drains shall be constructed to the final required width in order to avoid complications once improvements adjacent to the servitude have been constructed.

    5.

    Offsite drainage shall be mutually coordinated between the subdivider and the City of Natchitoches. The subdivider or developer shall not be required to provide offsite drainage in excess of that required for development of the particular subdivision area for which approval is sought.
