§ VII. Street and sidewalk improvement standards.

    For all streets in all areas of the City of Natchitoches the subgrade (base) shall be determined after soil tests have been made by a certified testing laboratory and shall conform to "Section 305-Subgrade Layer" of the latest edition of the Louisiana Standard Specifications for Roads and Bridges.

    2.

    In all areas of the City of Natchitoches streets shall be constructed with a minimum of two (2) inches of asphaltic concrete wearing surface on approved subgrade (base) or a minimum of six (6) inches of concrete on approved subgrade (base).

    3.

    Minimum street widths and improvement requirements are as follows:

    (a)

    Within all residential, business, and commercial areas of the City of Natchitoches, as designated by the City Zoning Ordinance, the streets shall be not less than twenty-seven (27) feet with back to back curbs. Open, roadside drainage ditches are henceforth prohibited. All streets in the City of Natchitoches shall henceforth be constructed with complete curbing, guttering, and storm drainage.

    (b)

    Within those areas of the city designated as any type of industrial classification, the type of street construction shall be determined by the planning commission upon submission of preliminary plans of the developer.

    4.

    Additional requirements.

    (a)

    Where the street is of the boulevard type, that is, two (2) lanes of traffic separated by a neutral ground, the paving on each lane shall be not less than twenty-two (22) feet in width back to back of curbs with a center neutral ground of not less than thirty (30) feet in width.

    (b)

    Alleys will not be permitted in those subdivisions designated as residential.

    (c)

    The planning commission reserves the right to require higher street standards and specifications so as to provide adequate construction to carry the traffic which can reasonably be anticipated to use such existing or proposed major street. The subdivider shall dedicate the area required by the planning commission for the proposed major street.

    (d)

    Profiles of all streets and ditches shall be submitted with construction plans.

    (e)

    The subdivider or developer shall indicate on his preliminary and final plats the proper district location of his proposed development in accordance with the latest comprehensive zoning ordinance.

    (f)

    Sidewalks may be required along officially designated major streets and along all other streets where deemed essential for the public safety by the planning commission. When so required, concrete sidewalks shall be four (4) inches thick and four (4) feet wide. In those cases where the planning commission does not require the installation of sidewalks during the initial development of the subdivision, nevertheless the developer must dedicate a servitude to the public, not less than four (4) feet in width, adjacent to the curb of the street, for the purpose or future sidewalks. All required fire hydrants must be located and installed at least four (4) feet from the outside of the curbing of the street and/or outside of the servitude for the said sidewalk.
