§ 6-6. Animals prohibited from certain public ways during Christmas Festival.

  • (a)

    Notwithstanding any other ordinance or part of ordinance to the contrary, it is specifically ordained that no animals or fowl shall be permitted or allowed on the streets, alleys, sidewalks, or public ways of the area known as the Historical District during Christmas Festival Day.

    (b)

    This prohibition shall not, however, apply to the following:

    (1)

    Police dogs or crowd control dogs used by bona fide law enforcement officers;

    (2)

    Horses used by bona fide law enforcement officers;

    (3)

    Bona fide seeing-eye dogs controlled under leash by its owner;

    (4)

    Any animal or fowl that is a bona fide participant in any parade or other sanctioned event in the Christmas Festival.

    (c)

    Any person, firm, or corporation who violates the provisions of this section shall be guilty of a misdemeanor and upon conviction may be fined or imprisoned in accordance with section 1-9 of the Code of Ordinances of the City of Natchitoches.

    (d)

    In addition, the police department of the city shall have the right to order any offender to immediately remove his animal, dog or fowl from the public way and to refrain from further violation. Failure to obey the police officer or other law enforcement officer shall be a separate offense punishable in accordance with section 1-9 of this Code.

    (e)

    For the purpose of this section, the term "Christmas Festival Day" shall refer to and mean the day designated annually as the Natchitoches Christmas Festival Day, beginning at 7:00 a.m. and ending at 12:00 p.m. on that day.
