All taxes, revenues, funds, assessments, moneys, penalties, fees or other income which
may be collected or come into possession of the collector as an agent of the governing
body under any provision or provisions of this article shall be promptly deposited
by the collector for the account of the governing body in a special fund designated
"Sales Tax Fund—1980," which fund shall be established and maintained as sacred funds
of the governing body, provided, however, any amount which is paid under protest or
which is subject to litigation may be transferred to another account established by
the collector pending final determination of the protest or litigation.
