§ 14-25. Placing of trash or waste matter.

  • Every owner and occupant, of any building, house, structure or grounds within the corporate limits of the city, where trash or other waste matter, as defined in section 14-1, accumulates, may have such trash or other waste matter collected and disposed of by the department of streets only if such trash or other waste matter is packaged or bundled as provided in section 14-1 and conveniently stacked on the neutral ground; and provided, further, that in business areas containers may be placed on the street edge of sidewalks in front of or adjacent to a business after business hours and not more than a reasonable time prior to the scheduled hour of collection. The placement of such packaged or bundled waste matter shall be done in a manner so as not to obstruct traffic or obstruct property drainage flow, or cause unsafe and/or unsanitary conditions. Users will be solely responsible for rebagging, rebundling, etc., of said waste matter that becomes loose or scattered for any reason.
